Especially in recent years, mass silicosis events caused by dust hazards in quartz sand processing enterprises have occurred from time to time. In 2003, migrant workers from Guizhou Province and other places who went to work in the quartz sand factory in Donghu village, Jiaowei Town, Xianyou County, Putian City, Fujian province suffered from silicosis and died of 18 people; In 2009, migrant workers from Shuifu County, Yunnan Province and other places who went to work in the quartz sand factory in Fengyang County, Anhui province suffered from silicosis and died 12 people, which attracted the great attention of the leading comrades of the Party Central Committee and the State Council and made important instructions.
